How AI is Driving Innovation in Public Services

With the rise of artificial intelligence (AI) technology, state government agencies are increasingly focusing on responsible AI implementation. They aim to integrate AI into key areas like service delivery, workforce upskilling, and enhancing citizen experience.

In a recent episode of Gov Chats, hosted by the Georgia Technology Authorities Office of Digital Services and Solutions, Nikhil Deshpande, Georgia's Chief Digital and AI Officer, explored how AI is driving innovation and improving public services. The discussion covered various governance structures and AI applications in Georgia, Maryland, and Vermont.

Establishing Roles Across States: "AI is Here to Stay"

Vermont was an early adopter of AI, appointing Josiah Rache as the Chief AI and Data Officer. Rache shared how Vermont created a code of ethics with its AI council, smoothly transitioning from machine learning to generative AI. Initially, Vermont had separate offices for data regulation and AI, but they combined these to better scale AI products within the government, moving from academic roles to practical applications.

Maryland's journey began with Nishant Shah becoming the Senior Advisor for Responsible AI in September 2022. The state is developing a centralized approach for AI, with plans to integrate AI efforts across existing teams.

Emerging AI Legislation in Georgia, Vermont, and Maryland

Governor Moore in Maryland signed an AI executive order in January, focusing on investigating AI principles, initiating pilots, forming an AI sub-cabinet, and developing training and governance structures. Additionally, the state passed an AI governance bill to define AI terms, inventories, impact assessments, and procurement pathways.

Vermont introduced several AI-related bills, emphasizing a data privacy law as foundational for AI regulation. Collaboration between the legislature and the executive branch was crucial for establishing proper AI frameworks.

Georgia, although not yet having an executive order, is focusing on a centralized IT approach, creating an innovation lab for pilots, and streamlining the contracting process for state agencies.

Advice for State-Based AI Initiatives

Shah shared Maryland's approach of using proofs of concept to understand AI applications, negotiate with vendors, and establish contracts and terms of service. Rache emphasized starting with small, manageable projects to gain experience and demonstrate value before scaling up. Both agreed on the importance of having passionate allies in different departments to push AI initiatives forward.

Furthermore, Rache noted the importance of setting up an ethical framework either before or in parallel with implementation. Shah mentioned that it worked for his team to be thinking in the middle- to long-term, with recommendations for a full-time role that is fully committed to developing the state’s AI initiative.

While states are at different stages of AI legislation and role establishment, they can learn from each other and benefit from diverse insights. Careful planning, collaboration, and small-scale experimentation can pave the way for successful AI integration in the public sector.
